VSF Germany is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Sudan, South Sudan, Kenya, Somalia & Ethiopia. It focuses on Livestock, food security and Livelihoods, Natural Resources Management, Peace and Conflict, Good governance, Disasters & Emergency, and Agriculture, marketing, but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.
VSF Germany is implementing the project ‘Strengthening Livelihoods and Resilience of Crises-Affected Communities in Puntland and Jubaland States, Somalia**’** for the next 3 years with funding from BMZ. Funds direct recipient is VSFG for Somalia and then VSFG has sub-contracted the implementation to Partners, as sub-grantee (SIF) Local partner: Somali Lifeline Organization (SOLO), VSF-G, will implement activities in Somalia (Puntland state). Puntland State is geographically located in the Eastern portion of Somalia. The population mainly depends, either directly or indirectly, on livestock products for their livelihood and is best suited for pasture, and not for extensive crop production due to general scarcity of water, formation of salt deposits on plots in the water spring areas, poor farming systems and the poor quality of available seeds.
The project will be implemented in Puntland - Nugaal region (Garowe and Burtinle). The overall objective of the programme is to “To enhance livelihood and resilience of vulnerable crises-affected communities and institutions through multisectoral interventions*.”* The action will be implemented in a consortium led by VSFG in collaboration with SIF & Local partner: Somali Lifeline Organization (SOLO), key stakeholders including; Government and local authorities, Puntland National Veterinary Association, Private sector, Training institutions and Community groups in-order to ensure the success and achievement of the set objectives.
We seek to recruit a qualified and well experienced Finance and Administration Officer to support the implementation of the project. The position will be based in Garowe and with frequent visits to other locations within the project area. The incumbent will work in collaboration with project officers and project manager to provide financial expertise and administrative support to the project. The Finance and Administration officer will report directly to project manager and directly supervise Driver, Security Guards, and Cook & Cleaner for a period of 12 months with possibility of extension based on performance. The position holder will work in liaison with the Field officers & Project officers under the guidance and in close cooperation with the Project Manager. S/he is directly responsible to support finance, and Human Resource activities.
o Provide financial & administrative support to the project
o Implement donor financial regulation in funds management at the field level.
o Manage the project finances and oversee all local procurements by ensuring that donor and Organization’s policies are adhered to.**
o Manage the project petty cash, keeping records of all field financial transactions.**
o Submit monthly returns both hard copies and soft copies to the regional office.**
o Prepare backups of financial documents both hard and soft copies **
o Prepare and manage cash flow projections**
o Support Project manager and field staff in preparation of cash forecasts, requests, documentation and submission field returns to regional office to ensure flawless cash flow.**
o Assist in monitoring of expense levels to avoid over expenditure and mispostings of expenses.**
Posting of transactions into the computerized accounting system .
Keeping and updating all administration filing systems of the office
Daily informing the line manager of VSF staff position in the field as well as security level
o Ensuring that the records of the log books of project hired vehicles are done properly
o Keeping the cash book of VSF-G and preparing monthly financial reports for the Project manager.
o Undertake any other duties as may be assigned by the Project manager**
o Support internal and external audits for the project
o Support the Project manager in the recruitment and induction of all staff at the field level.
o Process all the legal documentation of ground staff on recruitment and ensure timely salary payment for all in liaison with the Admin & HR Department.
o Supervise ground staff as appropriate.
o Keep and maintain up to date records of all ground staff contracts and communicate to RON for any staff changes.
o Ensure staffs deployed to the field are well inducted.**
o Supervise junior camp staff as appropriate.**
o Follow up on staff leaves and share with the Project manager**
o Ensure that Timesheets are prepared well and in time each month**
