ACTED is looking for experienced self-driven and self-oriented professionals to fill the position of a Senior Logistics Officer based in Hargeisa-Somaliland;

I. Main Objective

To perform transparent and efficient Logistic management for ACTED programmes in Somalia/Somaliland. i.e. all aspects related to Inventory, Communications, assets management, transport etc. The Senior Logistics Officer will report to the CLM (Country Logistics Manager). He will have direct hierarchical and functional supervisory role for all staff under his department.

II. Duties and Responsibilities

Procurement Planning and Supply chain management

Procurement (at determined threshold)

  • Receiving and consolidating the documentation from the various area for the call of tender and framework agreement; check all the documentation and apply online the advertisement.
  • Audit for compliance with respect to all procurements made at scenario D, E and frameworks
  • Send for signature all document to the CLM
  • Assist the CLM for project procurement planning;
  • Manage and coordinate the entire procurement and supply chain resources in the mission under the supervision of the CLM;
  • Ensure information flow with other departments for effective service delivery thus securing the successful conclusion of the programs;

Supply chain management

  • Develop and update the procurement follow up.
  • Ensure the information flow between the different stakeholders in the supply chain.

Stock Management

  • Follow all programs inventories in the mission (capital and areas);
  • Management of the IN & OUT processes in the Mission storage resources;
  • Ensure compliance with the stock management procedures.

Delivery (Transport) Management

  • Overall delivery management for ACTED freight transport;
  • Ensure compliance with delivery management procedures.

Assets and Property Management (including premises)

  • Responsible of the inventory of the asset of the mission, in collaboration with the IT;
  • Ensure compliance with assets, property and premises management procedures.

Fleet and Fuel Management

  • To ensure proper the follow up of the ACTED fleet;
  • To control and manage the cost of the fleet (fuel, maintenance and repairs);
  • Ensure compliance with the fleet management procedures.

Tele communication and Information Technology Management

  • Set-up, manage and ensure effective use of the entire telecommunication and IT system;
  • Manage the mission’s telecommunication costs;
  • Accountable for the overall compliance with the Communication and IT procedures.

Reporting

  • Responsible for compiling all logistics reports from all bases and send on time to the CLM.

Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors)
  • Any other duties as assigned by your line manager or Country coordination

III. Qualifications/Skills Required

  • A university degree is required in Supply Chain Management, Logistics, Procurement, Business Administration or related
  • A minimum of four (4) years of relevant experience in an INGO, at the national or international levels, in supply, logistics, procurement, contracting, administration and/or other directly-related technical fields is required.
  • Emergency experience an advantage.
  • Proven capabilities in analysing, great leadership and management is required
  • Excellent skills in written and spoken English
  • Ability to apply technical expertise in his/her work
  • Planning and Organizing / Results and quality orientation
  • Flexibility and ability to multi-task under pressure;
  • Proven ability to work creatively and independently while strictly following Instructions and Procedures
  • Ability to train, mobilize, and manage staff
  • Unquestionable professionalism and integrity
