Save the Children international now invites sealed bids from eligible bidders for the Construction of 3 new schools in Garowe (Nugal), Kalabeyr (Nugal) and Dharjaale (Bari).

All eligible and interested suppliers are advised to download the complete tender package from the above said link starting from 15th June 2020 – 5th July 2020.

Below are the required documents to be submitted along with the bid documents.

Award criteria

Award of the contract will be based on the following criteria:

ESSENTIAL CRITERIA

Bidders must meet the following criteria:

  • That the bidder has registration certificate from ministries of commerce and Public Works of Puntland.
  • That the bidder has registration from Puntland National Tender Board
  • That the bidder has tax clearance letter from the Puntland Ministry of Finance
  • Bidder’s confirmation of compliance with the attached Conditions of Tendering, Terms and Conditions of Purchase, Anti-Bribery and Corruption Policy, Child Safeguarding Policy and IAPG Code of Conduct

CAPABILITY CRITERIA (60%)

The following criteria are considered very important in the evaluation of this tender

Quality (30%)

1. Previous experience in construction works - 30%

Providing past signed and stamp contracts as evidence:

  1. 30 Points for more than 7 contracts in construction works/services with INGO, UN Bodies or Public Institutions with official signatories and stamp
  2. 20 points for 5 contracts in construction works/services with INGO, UN Bodies OR Public Institutions with official signatories and stamp
  3. 10 point for 3 Contracts in construction works/services with INGO, UN Bodies or Public Institutions with official signatories and stamp
  4. 5 point for 2 Contracts in construction works/services with INGO, UN Bodies or Public Institutions with official signatories and stamp
  5. 0 Points for less than 2 contracts in construction works/services.

2. Financial Capacity (20%)

Provide an Official bank statement for the last 1 and half years (2019 - May 2020) as an evidence with genuine transactions.

  1. 20 points for more than >$150,000 balance
  2. 10 points between $75,000 – $150,000 balance,
  3. 5 points between $45,000 - $75,000 Balance,
  4. 0 points less than <$45,000 Balance

3. Lead Engineer 10%

Provide CV for lead Engineers:

  1. 10 points for a qualified lead engineer with more 10 years of experience
  2. 7 points for a qualified lead engineer with 5-10 years of experience
  3. 5 points for lead engineer with 3-5 years of experience
  4. 0 points for lead engineer with less than 3 years of experience

COMMERCIAL CRITERIA (40%)

  • 100% for the best price equivalent to 40%
  • 90% for the second-best price equivalent to 36%
  • 80% for the third best price equivalent to 32%
  • 70% for the fourth best price equivalent to 28%
  • 60% for the fifth best price equivalent to 24%

NB: Bidders submitted with same price will earn same scoring.

Tender closing date is Sunday 5th July 2020 at 4:00pm Somalia local time. All completed tender documents should be sent by email to Puntland.tenders@savethechildren.org – due to COVID-19 situation, it is not allowed submission of hard documents to save the children offices. The Subject of the email should indicate the Tender Reference number of SCI/PR/GRW/2020/15694.

Late bids shall be rejected and no liability will be accepted for loss, late delivery or non-delivery, whatsoever. Bids shall be opened at a later date to be communicated.

If the business come to normal and offices reopened A representative from your company will be invited to witness the opening otherwise SCI will proceed for opening.
